Taiwan's efforts to curb Chinese companies recruiting its technology workers bring a less visible part of the AI supply chain into view. Advanced chips are made possible not only by factories and capital equipment, but by engineers who understand process integration, packaging, reliability and the decisions that make a design manufacturable.

That expertise is difficult to purchase on a timetable. A new facility can be announced quickly, while yield, qualification and dependable production are accumulated through years of work. The difference matters as governments pour money into domestic chip capacity and companies compete for people who know how to turn a costly process into stable output.

For firms operating across borders, the response should be better discipline around access, handovers, collaboration agreements and sensitive know-how. Broad restrictions can damage legitimate research ties; lax controls can leave a company unable to explain where its most valuable knowledge went.

AI's hardware boom has made capacity a strategic word. Taiwan's move is a reminder that capacity includes people, and that engineering experience cannot be created instantly by a purchase order.
